State Route 710 North Public Mtgs.

The Draft Environmental Impact Report for the SR-710 North transportation network was released on March 6, 2015 by the California Department of Transportation.

The State Route 710 (SR 710) North Study evaluates ways to improve mobility and reduce traffic congestion in East/North East Los Angeles and the San Gabriel Valley. State and Federal environmental law requires that projects be subjected to a detailed environmental assessment to determine what the positive or negative environmental, social, and economic impacts might be. It examines 5 options for public input on the traffic impact for different approaches:

(1) a no-build alternative
(2) a roadway tunnel without exits
(3) a light rail line connecting East L.A. with Pasadena
(4) a bus rapid transit line from Montebello to Pasadena
(5) Transportation System Management/Transportation Demand Management (TSM/TDM)

Caltrans has extended the standard 45-day public review and comment period to 120-days, and has held four public hearings.

The EIR/EIS amounts to two volumes at 2,200 pages and a total of more than 26,000 pages when counting the technical studies, should be the basis of public commentary. The public has until July 6, 2015 to respond to it with comments, per the information on the Metro site.

On Monday April 13, the Pasadena City Council voted on a Resolution to oppose SR-710 Tunnels, and Pasadena’s local Alternative preference, at the Pasadena Convention Center Ballroom. On Wednesday May 13, the City of South Pasadena held a community workshop on the Historical 710 information, education & evaluation of the DEIR. The 45-minute video of the meeting is here.

On Thursday May 28, a press conference was held at the Metro Gateway Plaza by the group “Beyond the 710“: A New Coalition of Cities, Communities, and Allies to Launch A New Plan to Replace SR-710 Tunnel Debate with 21st Century Smart Mobility Measures to Connect People and Relieve Congestion for All Communities. This includes:

Dr. Tom Williams, Citizen Coalition for A Safe Community and Sierra Club Transportation Committee, is offering free tutorial workshops on how to publicly respond to the DEIR: If you need help with any comment – send a draft and he will help convert it into appropriate response – never ask a question…always demand that something is added or deleted (so it will show up in FEIR)….always state that the DEIR is incomplete/inadequate because of the absence/presence of something.
